Shalom,

During the Omer we have a spiritual vessel that isn’t yet developed and so a custom to avoid shaving cutting, etc is to ensure that we don’t draw energy during this time period. Cutting hair which is seen as spiritual antenna of sorts is best done during the morning and ideally on days such as the first day of the Hebrew month.

This connects with the reason for boys getting their first haircut on their 3rd birthday a positive day for the child to start being a tree of the field.

best wishes R.Yosef Karpman.
