visiting graves

when a person visits relatives graves does it make a difference if the person was religious? why do people go to visit cemetaries and relatives graves? rabbis graves?

Shalom, When we visit a person and say tehillim or Kaddish we can  elevate their neshama their level of religiousity isn’t a factor on the effect we have on them Best wishes——- R.Yosef Karpman
