What is the omer and why do we count it?

can you please explain "the Omer" and what are the laws pertaining to it.

Shalom,
The reason for counting the omer is to complete the weeks between Pesach*(passover) and Shavout*pentecost*
As for the source of the laws its in the actual bible itself in parshat emor we have all of the holidays delineated and the surrounding biblical instructions accompanying them.
