this is Rabbi Rom from the Atzmut team,
there are a few categories of muktze, some are permitted to move under certain circumstances and some are not.
If the item is muktze becasue it is used for a forbidden act on Shabbat, such as a pen, then you are allowed to move it for yourself or for the place. For example, you can take it and scratch your head with it, or if you need the table to eat on then you can move it normally off the table.
Other items, such as phones and computers are part of the caterogy of expensive items so you cannot move them on shabbat.
