Shemot - Exodus - Chapter 34 "And He said: "Behold! I will form a covenant; in the presence of all your people, I will make distinctions such as have not been created upon all the earth and among all the nations, and all the people in whose midst you are shall see the work of the Lord how awe inspiring it is that which I will perform with you." וַיֹּאמֶר הִנֵּה אָנֹכִי כֹּרֵת בְּרִית נֶגֶד כָּל עַמְּךָ אֶעֱשֶׂה נִפְלָאֹת אֲשֶׁר לֹא נִבְרְאוּ בְכָל הָאָרֶץ וּבְכָל הַגּוֹיִם וְרָאָה כָל הָעָם אֲשֶׁר אַתָּה בְקִרְבּוֹ אֶת מַעֲשֵׂה יְהֹוָה כִּי נוֹרָא הוּא אֲשֶׁר אֲנִי עֹשֶׂה עִמָּךְ This verse comes right after G-d told Moshe to carve new tablets. That was after the first tablets were broken as a result of the golden calf sin. After the sin G-d wanted to destroy the Jews, Moshe then fled and prayed to G-d, who accepted his requests to forgive the Jews as they were a stiff necked people. G-d then (in verse 10) formed a covenant with Moshe that he will separate the Jews from all nations and that G-d will only have the Shechinah ("feminine aspect" of the Divine) The manifestation of the divine presence in this world will only dwell on the Jews and not on any other nation.
